The Asian Development Bank (ADB) has been appointed by the Government of Mongolia to provide transaction advisory services for the Stable Solar Energy in Mongolia Project. This landmark initiative aims to develop approximately 115 megawatts (MW) of solar photovoltaic capacity and 65 MW / 237 megawatt-hours (MWh) of battery energy storage systems (BESS) across Mongolia’s Western and Eastern Energy Systems.

The project represents one of the largest renewable energy procurements in Mongolia and marks the country’s first-ever combined solar and BESS auction. It is a key step toward enhancing the reliability of Mongolia’s electricity grid, reducing dependence on fossil fuels and imported electricity, and ensuring the delivery of clean, affordable energy to remote and underserved regions.

Shannon Cowlin, ADB Country Director for Mongolia, said, “ADB is proud to support Mongolia in advancing its clean energy transition through innovative renewable energy and storage solutions. This project will help strengthen energy security, enable greater integration of renewables, and lay the foundation for larger investments in solar and BESS in the years ahead.”

The Stable Solar Energy Project is designed to improve the stability of two isolated grid systems in the country. By utilizing battery storage for peak shifting, frequency regulation, and grid balancing, it will enable the integration of more solar power into Mongolia’s electricity network. The project will be implemented through a transparent and competitive tendering process, encouraging private sector participation and investment in the renewable energy sector.

This initiative is a collaborative effort between ADB and the Ministry of Energy of Mongolia. It aligns closely with Mongolia’s State Policy on Energy (2015–2030), the New Recovery Policy, and the government’s long-term strategies focused on carbon reduction, renewable energy development, and enhanced energy security.
