In a significant development for the power sector in Telangana, the Northern Power Distribution Company of Telangana Limited (TGNPDCL) has taken over the electricity distribution and retail supply responsibilities of the Cooperative Electricity Supply Society Ltd (CESS) in the Sircilla region. This transition came into effect on April 1, 2026, following regulatory directions aimed at ensuring continuity and efficiency in power supply for consumers in the area.
The move was initiated after the Telangana State Electricity Regulatory Commission (TGERC) issued proceedings on March 31, 2026. In its directive, the Commission instructed TGNPDCL to extend its electricity distribution services to all consumers previously served by CESS on a transitional basis. Acting on this, the Government of Telangana issued an order on April 2, 2026, directing the Chairman and Managing Director of TGNPDCL to file a formal petition to amend the company’s distribution license. The purpose of this amendment is to permanently include the territorial jurisdiction of CESS in Sircilla within TGNPDCL’s operational area.
TGNPDCL’s operational jurisdiction has evolved over time due to administrative changes in the state. The company was originally granted its license in 2000 under the name APNPDCL, covering five districts. Following the bifurcation of Andhra Pradesh in 2014, it was renamed TSNPDCL. Later, district reorganizations carried out by the Telangana government in 2016 and 2019 significantly expanded its coverage. Today, TGNPDCL serves 18 districts, including key regions such as Warangal, Hanamkonda, Karimnagar, Nizamabad, and Adilabad.
In line with the latest developments, TGNPDCL has filed a petition with the TGERC seeking a retrospective amendment to its license, effective from April 1, 2026. This amendment specifically proposes the inclusion of consumers from the Cooperative Electricity Supply Society Ltd (CESS) in the Rajanna Sircilla district within its official service territory. The retrospective nature of the request is intended to ensure that all regulatory and operational actions taken since the transition date are legally valid.
Meanwhile, TGNPDCL has already begun managing the distribution network in the Sircilla area and is providing electricity services to the newly added consumers. The company is focusing on ensuring a smooth and uninterrupted transition so that residents and businesses do not face any disruption in power supply. This includes operational integration, system alignment, and addressing consumer service requirements.
The application submitted by TGNPDCL to the regulatory commission includes all necessary supporting documents. These comprise the company’s certificate of incorporation, previous amendments to its distribution license, and recent government orders related to district reorganization. These documents are essential to support the legal and regulatory framework required for expanding its jurisdiction.
This transition marks an important step in streamlining electricity distribution in the region. By bringing the Sircilla area under TGNPDCL’s network, the authorities aim to improve service delivery, strengthen infrastructure management, and ensure compliance with the provisions of the Electricity Act, 2003. As the process moves forward, TGNPDCL will continue to play a key role in maintaining reliable and efficient electricity supply to consumers in the region.
