The Solar Energy Corporation of India has invited bids for a major digital systems upgrade project aimed at strengthening and modernizing its software infrastructure. The tender, officially issued under Tender No. SECI/IT/DS/01/2026-28 on May 19, 2026, seeks to appoint an experienced external agency for the development, enhancement, deployment, and long-term maintenance of SECI Digital Systems.

According to the tender notice, the selected agency will be responsible for managing the complete lifecycle of the digital platform. The contract period has been fixed for two years from the effective date of the work order or agreement. SECI has also included a provision to extend the contract for an additional two years under the same terms and pricing conditions, depending on the satisfactory performance of the selected contractor and approval from SECI management.

The tender conditions clearly state that joint ventures and consortiums are not permitted in this bidding process. Each participating company must submit only one independent bid. Interested firms can access the complete tender documents, technical specifications, and eligibility requirements free of cost through the Government e-Marketplace (GeM) portal, the Central Public Procurement Portal, and SECI’s official website. However, the submission of bids will be accepted only through the GeM portal in an online mode.

The procurement process will follow a single-stage two-envelope system consisting of separate technical and financial bids. Participating firms are required to pay a non-refundable tender processing fee of INR 5,000 plus applicable GST. The validity of the submitted bids has been fixed at 180 days from the date of bid opening.

SECI has also mandated an Earnest Money Deposit of INR 1.40 lakh. The EMD can be submitted through NEFT/RTGS transfer, Demand Draft, Banker’s Cheque, or Bank Guarantee valid for 180 days. Registered Micro and Small Enterprises eligible under government norms may seek exemption from the processing fee and EMD upon submission of valid supporting documents.

The tender schedule and related updates, including corrigenda and submission deadlines, will be regularly updated on the GeM portal. SECI has advised all interested bidders to closely monitor the portal and ensure that offline compliance documents reach its New Delhi office within the specified timeline.
