Rajasthan Solar Park Development Company Limited (RSDCL), a Government of Rajasthan undertaking, has invited online bids for the supply, installation, testing and commissioning of Phasor Measurement Units (PMUs) on four 220 kV transmission lines at PSS-1 and PSS-2 of the Bhadla Solar Park Phase-II in Phalodi district, Rajasthan. The project will be executed on a turnkey basis and is intended to strengthen the monitoring, protection and operational reliability of the transmission system serving one of India’s largest solar parks.

The tender has been issued under Bid Enquiry No. RSDCL/TN-01(2026-27), dated July 14, 2026. The estimated cost of procurement is approximately Rs 80 lakh. RSDCL will follow a single-stage, two-part bidding process through the Rajasthan e-procurement portal. Under this process, technical and financial bids will be evaluated separately, and the contract will be awarded to the lowest evaluated bidder that meets all technical and qualification requirements.

As per the tender schedule, the sale and downloading of bid documents started on July 14, 2026, at 6:00 PM. Interested bidders must submit their online bids by July 30, 2026, before 6:00 PM. The physical submission of the bid fee, bid processing fee, and bid security documents must be completed by 4:00 PM on the same day. Technical bids are scheduled to be opened on July 31, 2026, at 11:00 AM, while the financial bids of technically qualified bidders will be opened on a later date, which will be communicated separately. The bid validity period has been fixed at 180 days from the date of opening of the techno-commercial bid.

To participate in the tender, bidders are required to furnish an Earnest Money Deposit (EMD) of Rs 1.60 lakh. The EMD can be submitted in the form of a demand draft, banker’s cheque or bank guarantee in favour of the Managing Director, RSDCL, Jaipur. In addition, bidders must pay a bidding document fee of Rs 5,000 plus 18 percent GST and a bid processing fee of Rs 1,500 plus applicable GST payable to Rajasthan State Information Technology and Communication Department’s RISL. These payments are mandatory for all participating bidders.

The successful bidder will also be required to provide a Performance Bank Guarantee (PBG) equivalent to 10 percent of the contract value. The guarantee must remain valid for at least two months beyond the contract’s warranty period. If the quoted bid is significantly lower than the estimated project cost, the successful bidder may also have to submit an Additional Performance Security (APS) before signing the agreement, in accordance with the tender conditions.

The scope of work includes the complete supply, installation, testing and commissioning of Phasor Measurement Units, along with all associated equipment and services required for successful integration with the existing transmission infrastructure. The contractor will also be responsible for testing, commissioning, training of personnel, warranty support, and meeting the prescribed performance guarantees. The entire project is to be completed within three months from the date of issue of the purchase order.

Phasor Measurement Units play an important role in modern power systems by providing synchronized real-time measurements of electrical parameters across the transmission network. Their deployment improves grid visibility, enables faster fault detection, supports system stability, and enhances overall operational efficiency. With the installation of PMUs at Bhadla Solar Park Phase-II, RSDCL aims to strengthen the monitoring capabilities of its transmission network and ensure reliable evacuation of renewable energy. The initiative reflects the company’s continued focus on upgrading grid infrastructure to support the growing integration of renewable energy and improve the performance of one of India’s largest solar power parks.
