The Government of Nigeria, through the Niger State Government, has invited eligible international contractors to participate in the prequalification process for a major solar power development project in Niger State. The procurement is part of the Niger State Solar Energy Development Project, financed by the Islamic Development Bank (IsDB).

The contract covers the construction and installation of solar photovoltaic (PV) power generation facilities, along with the development of grid interconnection and power evacuation infrastructure. The project is expected to strengthen renewable energy generation and improve the electricity infrastructure in Niger State.

The procurement notice is for International Competitive Bidding under an open procedure, with prequalification as the current tender stage. The project is identified under financing code NGA1063 and project code NGA1063.

The Niger State Government, through the Project Management Unit of the Niger State Solar Energy Development Project, plans to prequalify contractors for the civil works associated with the project. The overall scope has been divided into two separate lots, allowing qualified contractors to participate according to the requirements specified in the prequalification documents.

The financing for the project is being provided under an Instalment Sales Financing arrangement from the Islamic Development Bank. The Nigerian government intends to use part of the financing proceeds to make payments for the civil works covered under the contract.

The invitation follows an earlier General Procurement Notice published on the Islamic Development Bank’s external website on July 26, 2026, as well as in Leadership Newspaper on July 23, 2026.

The Specific Procurement Notice was issued on September 1, 2026, while the procurement information lists September 2, 2026, as the issue date. Interested and eligible applicants can inspect the prequalification documents and obtain additional information from the Project Management Unit during working hours, from 9:00 am to 5:00 pm.

The prequalification process will follow the IsDB Guidelines for the Procurement of Goods, Works and Related Services under IsDB Project Financing, April 2019, revised in February 2023.
