Greenwich, Connecticut-based battery chemical manufacturer Stardust Power has opened its new “project execution hub” office in Houston, Texas.

The new facility will serve as a support system for the northeastern firm as it advances its new lithium refinery in Muskogee, Oklahoma. The $1.2 billion refinery project, which focuses on battery-grade lithium for electric vehicle (EV) products, broke ground in early 2025. Once open, the Sooner State plant will be one of the largest lithium refineries for batteries in the U.S. as a whole.

The Stardust team selected Houston not only for its proximity, but for the city’s reputation as a global energy capital. Aiming to complement the existing Oklahoma City office and Stardust’s wider corporate footprint, the Houston location will bring engineering expertise, a deep EPC talent pool, and an “established energy infrastructure ecosystem.”

“The Houston office strengthens our operational footprint at a critical phase of development,” says Stardust Power COO Chris Celano. “By building out a dedicated project management hub in one of the most experienced energy markets in the world, we are positioning the Company for execution as we advance the Muskogee refinery.

“This expansion reflects our commitment to deliver domestic, battery-grade lithium that supports U.S. energy security and industrial growth.”

Expanding and accelerating

The new Houston location strengthens Stardust Power’s project development and management abilities, the company says. The office will embed the company in “one of the world’s premier industrial and energy corridors,” the firm says, but plans for the Houston facility don’t end with the new lithium refinery.

“Stardust Power expects to expand its Houston-based team as project execution accelerates, and the Muskogee refinery advances toward milestones,” the team says. “The office’s proximity to Oklahoma further supports efficient coordination and on-the-ground execution.”

The expansion also further reinforces Stardust Power’s commitment to the American battery supply chain, the firm says.

The Connecticut firm aims to aid the U.S. energy transition, with a more specific focus on EV and battery technology. As that transition continues and the country focuses industrial reshoring efforts, Stardust’s growing operational presence “supports its long-term strategy to establish scalable U.S.-based lithium refining capacity.”

Initial deliveries to Stardust’s Muskogee, Oklahoma refinery are expected during the first half of 2028.
