PV module manufacturer SEG Solar has signed a land agreement for its planned heterojunction (HJT) solar cell production plant in Texas.

The new plant will be part of SEG’s Tomball Industrial Campus in the greater Houston area, officials say. With an anticipated price tag of $950 million, the plant will sport a capacity of up to 4 GW of HJT panels and other products on an annual basis.

“Bringing HJT cell manufacturing to the U.S. will give customers a more domestic supply chain with clearer sourcing and a single company standing behind the product,” says Jim Wood, CEO of SEG Solar. “As the only U.S. company dedicated to integrated domestic vertical manufacturing, SEG will continue to strengthen our U.S. operations and innovation.  American-made cells, American-made modules, one company accountable.”

Once complete, the SEG Tomball Industrial Campus will be one of the only manufacturing locations in the U.S. to produce HJT cells, modules, and other key components in the same place.

SEG’s Texas takeover

In May, SEG announced a new module production plant in the Houston area, creating 800 jobs for Harris County and nearly 500,000 square feet of manufacturing space to SEG’s ranks. In total, the Houstonian firm has announced three new module production facilities near the U.S.’s fourth-largest city, bringing its American manufacturing capacity to 10.6 GW.

All of these projects, SEG Solar says, are part of its push to build a fully vertically integrated solar manufacturing supply chain. As demand for American-made solar equipment spikes thanks to FEOC restrictions and the passing of the One Big Beautiful Bill Act, SEG officials say the company is well-positioned to take advantage.

The most recently announced plant will include manufacturing, warehousing, a research and development center, a testing laboratory, and planned EVA and junction box production. The company says the new HJT modules will provide a dependable, domestic source of U.S.-manufactured solar supply, which is “something increasingly valuable in today’s market.”

SEG Solar expect the new HJT module plant to begin commercial operation in two phases, targeted for 2028 and 2029 respectively.
