NLC India Limited, Neyveli, has invited online bids for a works contract to provide PVC-coated GI chain link fencing at its 65 MW Solar Power Plant located in BL-1 and BL-16 within the Neyveli Township, Cuddalore District, Tamil Nadu. The total estimated value of the work, inclusive of 18% GST, is ₹2,45,70,810.23. The project must be completed within 120 days from the date of handing over the site to the contractor.

The bidding process follows a two-stage format—Part I and Part II—with reverse auction applicable. The e-tendering began on April 19, 2025, at 15:00 hrs. The last date and time for submitting both the physical documents (including the tender fee, EMD, and integrity pact if applicable) and online bid parts are April 29, 2025, by 15:00 hrs. The physical Part-I documents will be opened the same day at 15:30 hrs, followed immediately by the online Part-I bid opening.

To participate, bidders must pay a non-refundable tender fee of ₹2,000. They are also required to submit an Earnest Money Deposit (EMD) of ₹6,14,270, which can be paid via demand draft, pay order, banker’s cheque, RTGS/NEFT, or a verifiable e-Bank Guarantee (eBG) as per prescribed norms. The EMD must be valid for 120 days from the original tender opening date.

The contractor should have previously executed civil construction, building works, or civil maintenance works within the past seven years. To qualify, bidders must have completed either one job worth not less than ₹196.56 lakh, two jobs each worth ₹122.85 lakh, or three jobs each worth ₹98.28 lakh. Additionally, their average annual turnover for the last three financial years should be at least ₹224.20 lakh, and they must have a positive net worth.

Bidders are also required to have an independent Provident Fund code, a valid GST registration, a PAN card, and proof of no income tax default over the past four years. These documents must be uploaded online along with the bid.

Physical sealed covers (Part-I) must be clearly labeled with the tender number, opening date, name of work, and bidder contact details. These can be submitted to the REPP Department, NLC India Ltd, Neyveli, or sent via post to the General Manager, Renewable Energy Power Plants, CTO Office.

The contract also includes provisions for integrity pact submission, penalties for delays, and specific conditions for MSE/NSIC units, although exemptions for such firms are not applicable in this works contract. This tender offers a significant opportunity for qualified contractors in civil and solar plant infrastructure to participate in NLCIL’s renewable energy expansion.
