
Rajasthan Electronics & Instruments Limited (REIL), a Mini Ratna Central Public Sector Enterprise based in Jaipur, has invited online bids through a Notice Inviting Tender (NIT) for a rate contract related to rooftop solar photovoltaic (PV) power projects. The tender is aimed at the survey, design, supply, erection, testing, commissioning, and comprehensive operation and maintenance (O&M) for ten years of grid-connected rooftop solar PV systems across various government buildings in Uttar Pradesh.
The tender process will be conducted online only, with no physical submissions accepted. The last date for submitting online bids is June 11, 2025, by 3:00 PM. The technical bids will be opened on June 12, 2025, at 3:00 PM. Before submission, an online pre-bid meeting is scheduled for June 2, 2025, at 3:00 PM via Google Meet.
The total cumulative capacity under this NIT is 1,350 kWp. The estimated cost of the rate contract is ₹4,99,50,000 including GST. The maximum ceiling limit per kWp is ₹37,000 including GST, and any bid quoting above this ceiling will be rejected outright. The contract is valid for one year and may be extended based on requirements.
Bidders are required to pay an earnest money deposit (EMD) of ₹9,99,000. This amount must be submitted through a demand draft, RTGS, or bank guarantee. The performance bank guarantee (PBG) to be provided by successful bidders is 10% of the total contract amount. This PBG will be released after the defect liability period ends. Additionally, during the O&M period, bidders must provide performance guarantees based on energy generation and 10% of the O&M value.
The work will be distributed between two successful bidders—L1 and L2—in a 70:30 ratio at L1’s rate. The plant capacity per building will range between 51 kWp and 1,000 kWp. REIL reserves the right to adjust the total capacity by ±25% depending on project needs.
The tender specifies that the rooftop solar systems must include high-efficiency Mono-PERC solar panels (minimum 540Wp), and bidders must ensure compliance with MNRE guidelines and provide remote monitoring systems with API integration. The expected minimum capacity utilization factor (CUF) is 17%, and the minimum performance ratio (PR) is 75%.
All project components must come with proper warranties—solar modules must maintain at least 90% capacity for 10 years and 80% for 25 years. The inverter must have a minimum efficiency of 97% and a comprehensive warranty of 10 years. Safety measures like lifelines, walkways, and fall arresters must be included during both the installation and O&M phases.
The scope of work includes net metering arrangements, provision of all installation materials, insurance coverage for the project, and submission of regular performance reports. Only companies with proven technical and financial credentials will be considered, and prior experience with rooftop solar projects is mandatory.
