
The Ministry of Defence, through the Department of Defence Production under Troop Comforts Limited, has invited bids for the installation of a 700 kWp ground-mounted solar power project under the RESCO model. The project will be executed at the Ordnance Clothing Factory, Shahjahanpur. The bid was published on May 10, 2025. The last date for submitting bids is May 31, 2025, at 1:00 PM, and the bids will be opened on the same day at 1:30 PM.
The estimated bid value is ₹2,51,20,000. Bidders are required to submit an Earnest Money Deposit (EMD) of ₹5,02,400. Additionally, the selected bidder must provide a Performance Bank Guarantee (PBG) of 5% of the contract value, which will remain valid for 60 months. The EMD can be submitted through various modes, including online payment, fixed deposit receipt, banker’s cheque, or demand draft in favour of Troop Comforts Limited.
To qualify, bidders must have a minimum average annual turnover of ₹75 lakhs over the last three financial years and a minimum of 7 years of experience in similar services. No exemptions have been provided for MSEs or startups regarding turnover or experience. The bid requires a two-packet submission system, and a reverse auction will be conducted after technical qualification, with the highest-priced bidder being eliminated unless specific conditions apply.
A pre-bid meeting is scheduled for May 23, 2025, at 10:00 AM at the Main Conference Hall of Ordnance Clothing Factory, Shahjahanpur. The contract period for the project is 6 months, and the project will be executed in full compliance with statutory regulations and guidelines provided in the bid documents.
This initiative reflects the government’s continued push for renewable energy adoption within defence establishments and further promotes the RESCO model, where the developer owns and operates the system while selling power to the client under a long-term agreement. The project is expected to enhance energy sustainability and reduce dependency on conventional energy sources at the facility.
