The French Ambassador to Zambia, Thomas Rossignol, led a high-level delegation of energy experts to the Ministry of Energy Zambia for discussions aimed at strengthening bilateral cooperation in the energy sector.

The delegation held talks with Permanent Secretary–Energy, Ephrahim Munshifwa, focusing on expanding investment and technical collaboration in Zambia’s petroleum and electricity sub-sectors.

Focus on Investment and Sector Growth

Ambassador Rossignol said the French Government had mandated him to deepen energy sector relations between Zambia and France. He highlighted Zambia’s significant investment potential and underscored the need to diversify energy investments while scaling up power production to meet rising demand.

The French delegation expressed interest in advancing cooperation through technical partnerships, innovative financing mechanisms and enhanced private sector participation. Discussions also explored sustainable and forward-looking energy solutions to strengthen Zambia’s long-term energy security.

Reform and Market Transparency

Permanent Secretary Prof. Munshifwa reaffirmed the Zambian Government’s commitment to promoting private sector investment and implementing reforms aimed at building a transparent and competitive energy market.

He noted that the Government remains focused on ensuring fair competition within the sector while protecting consumer interests. Zambia, he added, values its partnership with France and looks forward to translating discussions into concrete investments across both petroleum and electricity segments.

The meeting reflects ongoing efforts by Zambia to attract international partnerships to support energy sector expansion and reform.
