The Goa Energy Development Agency (GEDA) has invited bids for setting up 300 MW of solar power projects integrated with 150 MW/900 MWh Battery Energy Storage Systems (BESS) in Goa. The project is designed to supply firm and dispatchable renewable energy, especially during peak demand hours from 6 PM to 9 AM the next day. The tender marks a significant step toward strengthening the state’s renewable energy capacity with round-the-clock clean power.
According to the tender notice, the project will be executed on a design, engineering, supply, erection, testing, and commissioning basis. The successful bidder will also develop the evacuation infrastructure, including a 220 kV double-circuit transmission line, pooling substations, and necessary bay extensions and upgrades at existing substations. The delivery point has been defined at the 220 kV side of the 33/220 kV GEDA State Transmission Utility (STU) grid substation.
The total solar capacity of 300 MW will be combined with a 150 MW battery system offering six hours of storage, totaling 900 MWh. The project must achieve a minimum annual capacity utilization of 19% and not exceed 28%. Storage availability must remain above 95% each month; failing which, penalties will apply. Part commissioning is allowed in blocks of 50 MW with proportionate storage capacity. The commissioning timeline is 24 months from the effective date of the agreement.
Bidders must meet strict technical and financial eligibility criteria. Companies should have completed at least 300 MW of ground-mounted solar projects in the last five years. They must also have experience in transmission infrastructure, including installation of three 400 kV AIS circuit breaker bays and construction of at least 20 km of 400 kV or higher transmission lines. Financially, bidders must have a minimum net worth of ₹10 billion and show positive turnover in the past three financial years.
The tender document fee is ₹50,000 plus GST. An earnest money deposit of ₹50 million is required at the time of bid submission, while the selected bidder must furnish a performance bank guarantee of ₹150 million. Bids must be submitted by March 6, 2026, and will be opened on March 9, 2026.
The project follows a memorandum of understanding signed in July 2025 between NTPC Renewable Energy Ltd (NTPC REL) and GEDA to develop at least 300 MW of renewable projects in Goa, potentially integrated with storage. Only solar modules listed under the government’s Approved List of Models and Manufacturers (ALMM) will be permitted for the project.
