The Himachal Pradesh State Load Despatch Centre (HPSLDC) has approached the Himachal Pradesh Electricity Regulatory Commission (HPERC) seeking approval for a new set of procedures related to Green Energy Open Access and Banking in the state. The petition was filed in February 2026 and is considered an important step toward improving the way renewable electricity is bought, sold, and transmitted through the state’s power grid.

HPSLDC, which functions as the designated State Nodal Agency for managing short-term green energy transactions, has proposed a structured framework to simplify the process for businesses and renewable energy producers. One of the key features of the proposal is the introduction of a single-window system through a centralized online portal. This platform will allow consumers, renewable energy generators, and other stakeholders to register, apply for grid connectivity, and manage green energy transactions more efficiently. The move is expected to reduce administrative complexities and encourage wider participation in renewable energy use across the state.

The proposed procedures also clearly define the responsibilities of various entities involved in the electricity ecosystem. Transmission and distribution licensees will be required to respond to applications for grid access within three working days. This timeline has been introduced to ensure faster processing and to remove delays that previously discouraged companies from opting for green energy supply through open access.

To maintain fairness and transparency, the proposal includes a “first-in, first-out” rule for approving applications. This means that requests for open access will be processed in the order they are received. In addition, the procedures outline priority rules for power curtailment in situations where the grid experiences congestion. Under the proposed guidelines, green energy users will receive preference over conventional short-term electricity users, ensuring that renewable power continues to flow even during system constraints.

The framework also focuses on safety and technical requirements. All applicants will be required to install advanced smart meters capable of recording real-time energy data. These meters will help ensure accurate energy accounting, billing transparency, and improved grid stability. Financial safeguards are also included in the proposal to ensure compliance and accountability among participants. Applicants will need to pay non-refundable application fees, and strict penalties have been proposed for payment defaults. The penalty includes an interest charge of 0.04 percent per day for delayed payments.

The petition includes more than 50 respondents representing various stakeholders in the power sector. These include state utilities such as the Himachal Pradesh State Electricity Board Limited (HPSEBL), along with private industrial consumers and hydropower developers operating in the region. The inclusion of such a wide range of stakeholders highlights the potential impact of these regulations on industries such as cement manufacturing and pharmaceutical production, which are increasingly shifting toward renewable energy to meet sustainability targets.

With these standardized procedures, the state government aims to create a more transparent and investor-friendly environment for renewable energy development. The regulatory commission will now review the proposal to ensure that the framework aligns with national renewable energy policies while protecting the interests of both electricity consumers and industry participants.
