Serengeti Energy, Kwama Energy, and FMO have announced that the Ilute Solar Project, a 32 MWp solar independent power plant near Sesheke in Zambia’s Western Province, has reached financial close, enabling construction to begin. The milestone sets a new benchmark for privately financed renewable energy projects in Africa.

The Ilute project, designed to meet Zambia’s growing electricity demand, is among the first in the country to operate under a market-based Power Purchase Agreement (PPA) with GreenCo Power Services Ltd, a regional power trader and member of the Southern African Power Pool (SAPP).

Innovative Financing Model

The project secured US$26.5 million from a blended group of development, commercial, and concessional capital providers, including FMO (Dutch Development Bank), the Sustainable Energy Fund for Africa (SEFA), EDFI Management Company via ElectriFI, and Triodos Investment Management.

The non-recourse, project-financed structure mitigates traditional risks for independent power producers and unlocks bankability without sovereign guarantees, marking a first for a greenfield renewable project in Zambia.

Market-Driven Power Model

Electricity generated by Ilute will be sold directly to GreenCo, replacing conventional utility-backed offtake models. This market-driven approach supports Zambia’s grid resilience, enables infrastructure upgrades, and enhances regional electricity flows, without increasing government liabilities.

Collaboration Across Stakeholders

The project brings together a diverse coalition: Serengeti Energy providing development expertise; Kwama Energy as co-developer; the Government of Zambia ensuring regulatory certainty; ZESCO providing grid access; local communities contributing land and oversight; lenders assuming electricity price risks; and GreenCo facilitating cross-border trade and liquidity across the SADC power market.

Environmental and Social Commitments

Ilute incorporates environmental stewardship with a biodiversity management plan developed alongside WWF. Additionally, 1% of annual revenues will fund community initiatives managed by local representatives.

The Ilute project demonstrates a replicable and scalable model for private renewable energy investment in Africa, combining innovation, regional cooperation, and inclusive growth.
