NHPC Limited has invited online domestic competitive bids on behalf of Bundelkhand Saur Urja Limited (a joint venture between NHPC and UPNEDA) for civil development works around a solar power park in Uttar Pradesh. The project, named Package-1, involves boundary survey, fencing, gates, and compound wall construction for a 2×300 MW solar project under the Ultra Mega Renewable Energy Power Park (UMREPP) scheme. The park is being developed in Pathrahi (Madhogarh tehsil) and Amrod (Orai tehsil) of Jalaun district.

This e-tender follows a single-stage, two-part bidding system. The first part is the technical bid and the second part is the financial bid. The estimated project cost is ₹40.27 crore. The deadline for completion of the entire work is 350 days from the date of issuing the Letter of Acceptance. The tender ID is 2025_NHPC_864157_1 and all submissions are to be made through the e-procurement portal.

The cost of the tender document is ₹5,000, payable via demand draft to NHPC Limited, Faridabad. The Earnest Money Deposit (EMD) amount is ₹60,00,000. This can be submitted via demand draft, bank guarantee, or insurance surety bond. Additionally, selected bidders will be required to submit a Performance Bank Guarantee (PBG), though the exact PBG amount is not explicitly stated in the notice.

The tender was published on June 12, 2025, at 6:00 PM. The tender document could be downloaded from the same time onward. Submission of bids starts on June 14, 2025, at 11:00 AM. The last date and time for online submission is July 11, 2025, at 5:30 PM, and for offline submission it is July 15, 2025, up to 5:00 PM. The technical bids will be opened on July 17, 2025, at 3:00 PM at NHPC’s office in Faridabad. The opening of the financial bids and the e-reverse auction will be communicated later to the bidders who qualify in the technical stage.

Interested bidders must have a valid e-tender registration and fulfill certain eligibility criteria. These include being legally registered and meeting financial and work experience thresholds. A bidder must have completed at least one similar civil work costing ₹32.22 crore or more, or two works of ₹20.14 crore each, or three works of ₹16.11 crore each, within the past seven years. The annual turnover of the bidder in any one year of the past three years should be at least ₹40.27 crore.

The tender follows Government of India policies including Public Procurement (Preference to Make in India) Order, 2017, and compliance with Rule 144(xi) of General Financial Rules, 2017. Bidders are also required to sign an Integrity Pact to ensure a corruption-free tender process.

This initiative is part of India’s growing renewable energy program and supports the infrastructure development needed to facilitate clean energy production in solar parks.
