NTPC Green Energy Limited (NGEL), a subsidiary of NTPC Limited, has invited Expressions of Interest (EoI) from any Indian company, their consortium, affiliates, or representatives for developing and installing a ground-mounted solar PV project with Battery Energy Storage System (BESS) and a floating solar PV project at Great Nicobar Island, India. The initiative is part of the Ministry of Power’s mandate under the plan for the holistic development of the island. NGEL, incorporated on April 7, 2022, focuses on expanding India’s renewable energy capacity to meet sustainable development goals and support the transition to a low-carbon economy.

The proposed plan includes up to 5 MW of ground-mounted solar PV capacity with a 4 MW/12 MWh BESS and up to 20 MW of floating solar PV capacity. These figures are tentative and may be finalized based on the responses received. The EoI was published on August 12, 2025, and interested applicants can download the documents free of cost from the NTPC tender portal and the e-procurement website. The last date for submission is September 8, 2025, with the last date for queries set for August 22, 2025. The EoI responses will be opened on September 12, 2025, and remain valid for six months from the last submission date.

Applicants are required to email their soft copies to the designated NTPC email IDs, with an option to submit a hard copy in person or by registered/speed post. NGEL has outlined that the selected company will be responsible for evaluating the site, preparing the Detailed Project Report (DPR), engineering, procurement, and construction (EPC) of the solar plants, integrating BESS, and ensuring transmission to existing substations. The scope also includes obtaining all statutory clearances and approvals.

Participation criteria require applicants to have prior experience in executing solar plants and BESS projects, as well as floating solar PV projects, with relevant work orders preferably for central or state governments or public sector undertakings. The EoI emphasizes the importance of technical expertise, past project experience, and the capability to handle logistics for such a remote location.

The EoI process is non-committal, and NGEL reserves the right to accept or reject any or all applications without providing reasons. Any amendments or clarifications will be issued on the official tender portals. Applicants must ensure that their responses are complete, signed, and stamped by authorized signatories.

No Earnest Money Deposit (EMD) or Performance Bank Guarantee (PBG) amount is mentioned in this EoI, as it is a pre-tender stage meant for gauging market interest and capability. However, NGEL may follow up with a detailed Request for Proposal (RFP) among shortlisted parties, where such financial guarantees may be specified.

Through this initiative, NGEL aims to contribute significantly to India’s renewable energy targets and demonstrate clean energy leadership in one of the country’s most remote regions, aligning with the national vision of 500 GW renewable energy capacity by 2030.
