NTPC Vidyut Vyapar Nigam Limited (NVVN), a wholly owned subsidiary of NTPC Limited, has invited bids for the development of 491 kW rooftop solar projects across multiple locations in India. NVVN is acting as the Project Management Consultant (PMC) for this domestic competitive bidding process on behalf of several prominent public sector and government-linked organisations.

The clients involved in this initiative include General Insurance Corporation of India (GIC Re), Bank of India (BOI), Numaligarh Refinery Limited (NRL), Central Drugs Standard Control Organisation (CDSCO), and Oil India Ltd. The rooftop solar systems will be installed at various premises of these organizations.

Under the scope of work, selected bidders will be responsible for the complete Engineering, Procurement, and Construction (EPC) of the solar photovoltaic plants. This includes site assessment, system design, supply of equipment, installation, testing, and commissioning. In addition to project execution, the contract also covers Operation and Maintenance (O&M) services. For most of the sites, the O&M period is set at 10 years. However, for Numaligarh Refinery Limited, the O&M requirement will be limited to two years.

Bidders must also arrange necessary facilities such as water and electricity required for project execution. The sites will be handed over on an “as is where is” basis, and prospective bidders have been advised to visit the locations to gather all relevant information before submitting their proposals.

Each employer will issue separate Notifications of Award for their respective projects. As a result, selected bidders may receive multiple awards at different times during the validity period of the bid.

Participation in the tender is restricted to NVVN’s enlisted and eligible bidders. The procurement follows the government’s Make in India policy, allowing only Class-I and Class-II local suppliers to participate. Bidders from countries sharing a land border with India must be registered with the competent authority, unless exempted by the government.

The bidding process will be conducted online through the GePNIC portal, and bidders must use a valid Class-3 Digital Signature Certificate for submission. The tender follows a single-stage two-envelope system, consisting of a techno-commercial bid and a price bid. While there is no fee for the bidding documents, an Earnest Money Deposit of Rs 5 lakh must be submitted in favour of NVVN. Successful bidders will also be required to provide a Performance Bank Guarantee and other necessary guarantees to the respective employers.
