A new tender has been released by the Solar Energy Corporation of India Limited, under the Ministry of New and Renewable Energy, for the establishment of a Centralized Asset Management Centre (CAMC) and a SaaS License for operating RE (Renewable Energy) projects at SECI. The bid, numbered GEM/2025/B/6979184 and dated December 9, 2025, calls for a “Custom Bid for Services” to cover a contract period of 5 years and 6 months.

The bid closing date and time are set for December 31, 2025, at 14:00:00, with the bid opening scheduled for the same day at 14:30:00. The bid offer validity is for 180 days from the end date. This tender is a Two Packet Bid and will be evaluated using the “Total value-wise evaluation” method.

To be eligible, bidders must meet specific financial and experience criteria. The Minimum Average Annual Turnover of the bidder for the last three years (ending on March 31 of the previous financial year) is set at 320 Lakh(s). Additionally, bidders are required to have 7 years of past experience in providing the same or similar service. Unlike some tenders, there is no exemption from the years of experience and turnover criteria for Micro and Small Enterprises (MSEs) or Startups. However, MSE Purchase Preference is applicable, meaning purchase preference will be given to MSEs if their quoted price is within L1+15% of the margin of purchase preference, subject to acceptance of the L1 bid price.

The financial security requirements include an Earnest Money Deposit (EMD) of ₹21,35,000, with the EMD and Performance Security (ePBG) to be in favor of the beneficiary, Solar Energy Corporation of India Limited. The required ePBG percentage is 3.00% for a duration of 69 months. Bidders seeking EMD exemption under the MSE category must be manufacturers of goods or Service Providers for Services, as traders are excluded from this policy.

The procurement is project-based or lump-sum-based hiring, indicated by a quantity of ‘1’. The consignee/reporting officer is Snehal Shrawan Buchunde. The buyer has added specific terms and conditions, including an Option Clause allowing the buyer to increase or decrease the contract quantity or duration up to 25 percent at the time of contract issue. The tender also includes restrictions on procurement from bidders of a country that shares a land border with India, requiring such bidders to be registered with the Competent Authority to be eligible to bid. Bidders must ensure full compliance with all applicable labour laws, including the new and pre-existing Labour Codes.
