
SJVN Limited has invited online bids through an open e-tender under a single-stage, two-envelope system for the selection of Solar Rooftop Power Developers (SPDs). This initiative is aimed at setting up a cumulative 2,496 kW grid-connected rooftop solar PV power project (without battery storage) on Union Government buildings located across Northern Region states including Delhi, Haryana, Punjab, Rajasthan, and Uttar Pradesh. The tender is being conducted under the “PM Surya Ghar: Muft Bijli Yojana” in RESCO/PPA mode and the selection will be made through tariff-based competitive bidding.
The Request for Selection (RfS) was released on 6th May 2025. Interested developers can access the document on the ISN-ETS portal. A pre-bid meeting will be conducted, although the date and venue are to be referred from the portal. The project encourages participation from experienced rooftop solar developers meeting specified qualification requirements. The bid submission end date is 27th May 2025.
The earnest money deposit (EMD) required is ₹1,000 per kW of the quoted capacity. This amount can be submitted via Bank Guarantee, Demand Draft, NEFT, RTGS, or Insurance Surety Bond. Only one EMD covering the total quoted capacity needs to be submitted by the bidder. Furthermore, selected bidders will be required to submit a Performance Bank Guarantee (PBG) valued at ₹2,500 per kW of the final accepted project capacity. This must be submitted within 10 days from the date of intimation for signing the Power Purchase Agreement (PPA) and should remain valid for 12 months beyond the Scheduled Commissioning Date or any extended date thereof.
The PBG must be issued according to the formats prescribed in the RfS and must be verified successfully before any PPA is signed. The PBG can be submitted in the name of SJVN or the client organization and must be sourced from a scheduled commercial bank recognized by the Reserve Bank of India. If the project is implemented through a Special Purpose Vehicle (SPV), the guarantee must be furnished in the name of the SPV before the PPA signing.
The tender is part of the central government’s broader efforts to promote renewable energy on government infrastructures and reduce dependency on conventional electricity. The bidding process, fee submissions, and relevant updates will be handled electronically, ensuring transparency and ease of access. The non-refundable tender fee for participating in the RfS process is INR 5,900, inclusive of 18% GST, to be paid through NEFT or RTGS transfer.
Through this project, SJVN aims to leverage private sector expertise and investment to expand solar infrastructure, contributing to national goals of energy transition and carbon reduction. Interested parties are encouraged to carefully review the RfS document and comply with all the technical, financial, and procedural requirements to qualify and participate successfully in the bidding process.
