A major step has been taken in Bihar to improve the quality and trust of smart meter installations. REC Limited signed a tripartite agreement in Patna with South Bihar Power Distribution Company Limited, North Bihar Power Distribution Company Limited, and PTC India Ltd. The agreement was signed at Vidyut Bhawan and focuses on improving transparency and reliability in smart meter installations across the state.

The main aim of this partnership is to introduce third-party verification for smart meter rollouts under the Revamped Distribution Sector Scheme. This step is part of a pilot program by the Ministry of Power to ensure that the installation and performance of smart meters meet proper standards. Independent agencies will be assigned to verify the work, which is expected to improve accuracy and reduce doubts among consumers.

Smart meters are a key part of India’s plan to modernize its power distribution system. Under the RDSS, around 19.58 crore smart meters have been approved across the country, and about 4.3 crore have already been installed. Bihar has been one of the leading states in adopting this technology, and the new verification system is likely to set an example for other regions.

The use of smart meters is expected to benefit both power companies and consumers. For utilities, it can reduce electricity theft and improve billing systems. For consumers, smart meters allow real-time tracking of electricity usage, helping them manage their expenses better. Prepaid smart meters also remove the need for manual meter readings, reducing errors and delays in billing.

Officials said that the agreement highlights the importance of accountability in such large projects. With an independent organization like PTC India involved in verification, the government wants to ensure that the work is done properly and meets technical standards. This is also expected to address concerns from the public about the accuracy of smart meters.

As Bihar continues to move ahead in smart meter adoption, this new system of independent verification is likely to play an important role. It can help build trust among consumers and support the long-term success of power sector reforms in the state.
