The Electricity Department of the Andaman & Nicobar Administration has invited online bids to establish a 20 MWh grid-connected Battery Energy Storage System (BESS) at Dollygunj in Sri Vijaya Puram. The tender has been issued on behalf of the President of India under F.No. EL/PL-II/3/2026/2544.

The proposed BESS will be developed under the Renewable Energy Service Company (RESCO) model on a Build-Own-Operate (BOO) basis. The contract will remain valid for 12 years and will include comprehensive operation and maintenance (O&M) responsibilities. The project is aimed at improving grid stability and supporting peak demand management in the South Andaman Region.

The indicative capital cost of the project has been set at ₹60 crore, which will serve as the benchmark for determining financial requirements. Bidders are required to submit an Earnest Money Deposit (EMD) or bid security of ₹1.20 crore. However, eligible Micro, Small and Medium Enterprises (MSMEs) meeting the specified registration requirements will be exempt from the bid security.

Details regarding the Performance Bank Guarantee (PBG), bid submission schedule, pre-bid meeting and technical bid opening dates will be available in the Tender Information Schedule (TIS) on the Central Public Procurement Portal (CPPP).

The project is expected to strengthen the electricity network and provide additional flexibility for managing peak demand in South Andaman.
