Bharat Heavy Electricals Limited has invited bids for setting up a 450 kW AC solar photovoltaic plant at its Fabrication, Stamping & Insulator Plant (FSIP) township in Jagdishpur. The project will be developed under the RESCO/BOOM (Build-Own-Operate-Maintain) model, where the selected developer will be responsible for building, owning, operating, and maintaining the solar plant for a long-term period of 25 years. This initiative reflects the company’s continued focus on integrating renewable energy solutions within its industrial operations.

The tender has been issued under reference number BHEL/FSIP/MM-WCC/26-27/W-6 and covers a total contract duration of 300 months. The selected bidder will be required to ensure an uninterrupted power supply to the FSIP facility through the solar power system during the entire contract period. All bidding activities will be conducted through BHEL’s official e-procurement portal, where participants must submit both techno-commercial and financial bids in a digitally signed format.

As part of the bidding requirements, an Earnest Money Deposit (EMD) of Rs. 5,00,000 is mandatory. The tender clearly mentions that any bid submitted without the required EMD will be rejected without consideration. There is no exemption from this requirement, even for Micro and Small Enterprises (MSEs). In addition, the successful bidder will need to provide a Security Deposit or Performance Bank Guarantee (PBG) amounting to Rs. 11.57 lakh. This security instrument will remain valid for 302 months, covering the entire contract duration and closure obligations.

Interested bidders are encouraged to visit the FSIP township in Jagdishpur to understand the site conditions and technical requirements before submitting their proposals. This site visit is considered important for preparing accurate and competitive bids, as it helps assess local infrastructure and operational needs.

The evaluation process will be carried out in two stages. First, the techno-commercial bids will be reviewed to shortlist eligible participants. After this stage, the price bids of qualified bidders will be opened for final evaluation. The company also reserves the right to conduct a reverse auction to determine the most competitive offer for the project.

Key dates for the tender process have been outlined. The Notice Inviting Tender (NIT) was released on May 6, 2026. The last date for submission of bids is May 27, 2026, by 10:00 hours. The opening of the techno-commercial bids (Part 1) is scheduled for May 27, 2026, at 15:00 hours.
