The Canadian province of Nova Scotia has launched a second competitive procurement round for its Green Choice Program, seeking approximately 350 MW of new renewable generation capacity to supply an additional 1,200 GWh of annual electricity.

The Green Choice Program allows large electricity customers, including public institutions and major industrial and commercial organizations, to access renewable electricity generated in Nova Scotia. The province said selected developers will sign 25-year pricing contracts with Nova Scotia Power, the province’s regulated electric utility, which recovers contract costs through its regulated rate base while participating customers pay a capped administrative fee.

The procurement opened Sept. 10 and closes Jan. 14, 2027, with project selection expected in May 2027. The province said it will evaluate proposals on bid energy rates, developer experience, environmental impact, community engagement, and planned economic benefits.

The Green Choice Program is technology-neutral under Nova Scotia’s Renewable Electricity Regulations, though the program’s first round, launched in 2023, selected two wind projects totaling 262 MW, expected online by end-2028, and public messaging around the current round has focused on wind. The average contracted price ranged between CAD 63.62 ($45.72)/MWh and CAD 66.43/MWh.

The provincial Department of Energy said it has retained Power Advisory LLC to independently administer the process. According to prior procurement records, the company previously administered Nova Scotia’s 2025 and 2019 tidal energy procurements. According to Power Advisory’s own background materials, its managing director, Jason Chee-Aloy, previously led generation procurement at the Ontario Power Authority, overseeing more than CAD 25 billion in renewable and clean-technology investments.

The Green Choice Program is part of Nova Scotia’s Clean Power Plan, which targets 80% renewable electricity and a full coal phase-out by 2030. Eddie Oldfield, director of policy for the Maritimes at the Canadian Renewable Energy Association (CanREA), said the procurement would strengthen Nova Scotia’s position as a renewable energy leader and support the province’s clean electricity targets.

Nova Scotia first announced the 350 MW target for this procurement stream in 2021, when it represented roughly 10% of the province’s electricity demand. The Clean Power Plan that now houses the Green Choice Program calls for close to 2,000 MW of combined new wind, solar and battery storage capacity by 2030, including more than 300 MW of larger-scale solar, alongside roughly 1,000 MW of new onshore wind.
