Oman has signed three major strategic agreements with French energy company EDF Power Solutions during the official visit of Sultan Haitham bin Tarik Al Said to Paris. The agreements were signed in the presence of French President Emmanuel Macron and are expected to strengthen cooperation between the two countries in renewable energy, energy storage, and digital infrastructure. The projects also support the goals of Oman Vision 2040, which focuses on economic diversification and sustainable development.

The first agreement is a framework to develop the Jabal Abyad Pumped Hydro Energy Storage project. The project will be developed by a consortium that includes EDF Power Solutions, ONEIC, TAKHZEEN Oman, Green Universe Enterprise, and Oman’s Authority for Public Services Regulation. The 2,000 MW facility will be built near the Wadi Dayqah Dam and is expected to become the largest pumped hydro energy storage plant in the Middle East.

The project will provide large-scale electricity storage, helping Oman improve the stability of its power grid. It will also support the integration of more renewable energy into the national electricity network by storing excess electricity and supplying it when demand is high. The project is also expected to create new business opportunities, support local industries, and generate employment during construction and operation.

The second agreement is a Power Purchase Agreement for the Al Kamil Solar PV Independent Power Project. A consortium comprising EDF Power Solutions, ONEIC, and OQ Alternative Energy will work with Nama Power and Water Procurement Company to finance, develop, build, and operate a 500 MW solar power plant. The project will increase the share of renewable energy in Oman’s electricity mix and help meet the country’s growing demand for clean and reliable power. The Al Kamil project will become EDF Power Solutions’ third renewable energy investment in Oman, following its earlier wind and solar projects.

The third agreement is a Memorandum of Understanding between the Omani government, EDF Power Solutions, and Synergy Investments to develop a 1,000 MW sustainable digital infrastructure platform. The project aims to establish Oman as a regional centre for artificial intelligence, advanced computing, and cloud services. It is expected to support the country’s digital transformation while using sustainable energy solutions.

Representatives from the participating organisations welcomed the agreements and said the projects would strengthen Oman’s clean energy transition while attracting private sector investment. They added that combining renewable power generation, long-duration energy storage, and advanced digital infrastructure would help build a low-carbon economy and improve long-term energy security. The agreements provide the foundation for detailed technical studies and future collaboration as the projects move towards implementation.
